CM Punjab Laptop Scheme: Eligibility, Merit Rules, and How to Check Your Status

Punjab runs its own laptop programme, separate from the federal one, and the two are easy to confuse — different portal, different merit rules, different eligibility. This guide covers the Punjab scheme on its own terms: it is run by the provincial Higher Education Department (HED), it is only for Punjab-domicile students, it has its own portal — the official CM Punjab laptop portal — and meeting the minimum marks does not guarantee a laptop, because selection is merit-based within a limited quota. Before assuming any round is open, check the official portal: as of September 2026, third-party checks of the portal reported Phase II applications closed.

Federal vs Punjab — which one applies to you?

Federal PM Laptop Scheme: run by PM Youth Programme with HEC; public-sector HEC-recognised university students across Pakistan; private universities not covered; portal laptop.pmyp.gov.pk; merit within your university, no previous laptop. CM Punjab Laptop Scheme: run by Punjab Higher Education Department; Punjab-domicile students at eligible Punjab institutions; only private universities on the portal’s own institutes list; portal cmlaptophed.punjab.gov.pk; merit within Punjab institutions, no previous laptop.

If you are a Punjab-domicile student, read both guides — you may be eligible for one scheme and not the other. Full federal rules: PM Youth Laptop Scheme eligibility.

Who was eligible under the last phase (Phase II)?

The rules below are the Phase II rules as reported from the official portal — they are the last published rules we could verify through reporting, not a promise about a future phase. A future phase may change them, so re-check the portal before acting.

  • Punjab domicile: You must hold a domicile from a district of Punjab. Applicants who had applied for domicile but not yet received it could submit the domicile-application receiving slip.
  • Enrolment (admission in 2025): 1st or 2nd semester of BS at a public university or college, a federal chartered university, or a private university on the portal’s list (Allama Iqbal Open University was added on 1 March 2026, as reported); MBBS or BDS, 1st professional year, at a public medical or dental college or university; 1st or 2nd semester of BS Nursing at a public nursing college; DVM at a public university or college.
  • Not a previous recipient: You must not have received a laptop under any earlier federal or provincial laptop scheme.
  • Private colleges: Students of private colleges were not eligible — only the private universities on the portal’s institutes list were included.

Minimum marks (Phase II, as reported)

BS programmes: 65%. MBBS and BDS: 80% as reported — though one university notice quoting the portal puts the MBBS/BDS figure at 85%, and the portal itself could not be loaded directly to settle the difference, so treat the MBBS/BDS threshold as reported rather than certain and confirm it on the portal before relying on it. DVM: 75%. BS Nursing: 65%. Non-Muslim students in BS programmes: 55%. Blind students: intermediate marks requirement exempted, per the reported criteria.

Two warnings. First, these are reported Phase II figures from third-party coverage of the portal — the portal itself could not be loaded directly on 26 October 2026, so confirm them on the official CM Punjab laptop portal before relying on them. Second, meeting the minimum never guaranteed selection: institutional eligibility, verification, merit ranking, quotas, and the number of laptops available all matter.

Is the scheme open right now?

Do not assume it is. As of September 2026, checks of the official portal reported Phase II applications closed, with verification under process and no official announcement of a Phase III found at that time. More recently, third-party reports described distribution events in October and November 2026 (including a kickoff at the University of Sahiwal on 15 October 2026). Distribution news is not the same as a new application round.

Second-phase launch — October 2026: Punjab publicly launched the second phase of its laptop and scholarship schemes on 18 October 2026, with distribution ceremonies reported across October and November 2026. That launch was about distribution of the current phase, not a new application window: no new application window was announced with it. If you are waiting to apply, watch the official portal for a fresh announcement rather than treating distribution news as an open round.

Rule for this post and for you: check the portal before assuming applications are open. If the portal shows no open round, no blog, video, or social media post can open one for you.

How to check your CM Punjab application status

  1. Open the official CM Punjab laptop portal yourself — do not follow links from messages or social posts.
  2. Log in with the account details you applied with.
  3. Find the section for your Chief Minister’s Laptop Program applications.
  4. Review your institute, application date, status, and any remarks from your institute’s focal person. Reported status values include pending, verified, not verified, returned, and selected.
  5. If your status is “Returned” or “Not Verified”, read the reason carefully and contact your institute’s focal person — do not submit a duplicate application.
  6. Follow only the correction, grievance, or resubmission steps the official portal allows.

For merit lists, the portal has also been reported to offer a merit-list search by university and department using your CNIC (without dashes). Selected students are normally informed by SMS and through their institution about collection.

Common mistakes to avoid

  • Applying on the wrong portal: Federal and Punjab schemes have different portals. An application on the wrong one does not count for the other.
  • Trusting a fake portal: Only cmlaptophed.punjab.gov.pk is official. Sites with similar names asking for fees or CNIC details are scams.
  • Assuming minimum marks mean selection: Merit, quota, and verification decide the final list.
  • Sharing your CNIC publicly: Never post your CNIC or application screenshots in comments or groups “to check your status”.

Common questions

Can private university students apply for the CM Punjab scheme?

Only if their university is on the portal’s own institutes list. Private colleges were not eligible under the reported Phase II rules.

I am from another province but study in Punjab. Am I eligible?

Under the reported Phase II rules, Punjab domicile was required — studying in Punjab alone was not enough. Confirm the domicile rule for any new phase on the portal.

What if my status says “Not Verified”?

Read the reason on the portal, gather the correct document, and contact your institute’s focal person. Do not re-apply with a second account.

Is there a fee?

No fee has been reported on the official portal. Anyone asking for payment to register you or secure selection is a scammer.
