Not every Pakistani scholar who wants a PhD needs — or wants — to leave Pakistan to do it. The HEC Indigenous PhD Fellowship Programme, often called the Indigenous 5000 programme, exists for the opposite path: doctoral study at a Pakistani university, funded through HEC, so that research capacity, supervisors and laboratories grow at home. It is also one of the most confused programmes in HEC’s catalogue, because its batches, phases and similarly named provincial schemes get mixed together online. This guide separates them, explains what the last Batch-VI round required, and sets out how to prepare for a future intake.
What the fellowship is — and what it is not
The Indigenous PhD Fellowship supports PhD study in Pakistan under HEC’s programme for 5,000 scholars, in phases. The official How to Apply page is headed “Indigenous Ph.D. Fellowship Program Phase-II” and describes submission for Phase-II Batch-VI. That naming matters: if a blog post promises you “Batch 6” without saying Phase-II, or quotes a deadline without linking an HEC page, treat it as unverified.
It is not an overseas scholarship. If your plan is a full degree abroad, that is the route in our HEC overseas scholarship guide. It is also not the Punjab Higher Education Commission’s Indigenous PhD Scholarship, whose January 2026 round closed on 28 January 2026 — a different body, a different scheme, and not open. Mixing PHEC and HEC here is one of the most common errors in online guides.
Is Batch-VI open now?
No. As of late October 2026, no live 2026 intake for the HEC Indigenous PhD Fellowship was found. Batch-VI was a 2020 intake — fresh intake ran till 28 March 2020, with a 2020–21 administrative tail — so this post is a historical and preparation guide, not an “apply now” guide. Do not enter personal details or pay any fee on the strength of an old Batch-VI date. Before acting on any future announcement, open the HEC Indigenous programme pages and your eportal dashboard and confirm that a new intake is actually live for your category and discipline. If it is not live, the profile, category and documents below are what you will need when a future intake opens.
Who the programme was designed for — the 2020-round conditions
Published programme criteria for the Indigenous fellowship, as applied in the 2020 Batch-VI round, included: Pakistani/AJK nationality; at least 16 years of education with no third division or Grade D in the entire academic career; for direct PhD entry, a minimum CGPA of 3.0 out of 4.0 (or 3.75 out of 5, or first division) in the MS/MPhil or equivalent degree; age limits at the closing date reported as 40 years for full-time regular faculty of public-sector universities and regular employees of public-sector/R&D organisations, and 35 years for others; and ineligibility for candidates already availing another HEC or government scholarship. Full-time, regular study was the norm, with study leave required for employed scholars for the full programme duration. These are the 2020-round conditions — a future intake’s advertisement, when you read it, is the version that will govern your application, so check each one against it rather than assuming nothing changed.
HEC’s FAQ material also lists four application categories, reflecting status at the time of submission: Master/Bachelor’s with 16 years of education completed; MS/MPhil enrolled; MS/MPhil completed; and PhD enrolled. Choosing the wrong category is not a minor error — the FAQ warns that a shortlisted or provisionally offered applicant who entered the wrong category will be rejected at a later stage. Get the category right first, then fill the form.
How to apply on eportal, step by step
The official two steps are short, and that is precisely why applicants rush them:
- Log in or register at eportal.hec.gov.pk and prepare your profile by updating all relevant tabs. Do not leave tabs half-filled; the profile is the foundation the application draws on.
- On the left of the screen, click “Scholarships & Grants”, select “Indigenous Scholarship”, and submit your application in your respective category and discipline.
Older programme material also describes a non-refundable processing fee (Rs. 500 in the 2020 round, deposited in favour of the Director General, Finance, HEC) and an aptitude test (HAT) after the closing date, with roll number slips sent by post and SMS and available for download. Both the fee and the test arrangements must be confirmed for any future intake itself — do not pay an old fee amount or assume a test date from a previous batch. Keep your submitted form and any deposit slip for your records, and note that hard copies and prerequisite documents were not required at the application stage in past rounds.
What to prepare before a future window opens
- A complete, consistent eportal profile — education, employment and contact details matching your documents.
- Your correct category (see above) and discipline, confirmed with your department if you are already enrolled.
- Attested educational documents, domicile and photographs, ready to upload in the formats the portal asks for.
- For employed applicants, an early conversation with your employer about study leave and NOC — this is the delay that most often derails an otherwise ready file.
- For faculty applicants, confirmation that your university’s focal person or registrar has registered your degree programme in the Pakistan Qualification Register, where the FAQ flags this as a reason a programme may not appear in the portal.
Frequently asked questions
Does the fellowship pay a monthly stipend and tuition?
Third-party summaries quote stipend ranges and multi-year durations for this programme, but the official How to Apply page does not state those figures, so this post does not repeat them as fact. Read any future intake’s advertisement and the programme’s fellowship-details pages for the current package before you plan finances around any number.
Can I apply while already on another scholarship?
Published programme criteria say candidates already availing another HEC or government scholarship are not eligible. If that describes you, resolve it before applying rather than after selection.
I am at a private university. Does that matter?
Check the future intake’s advertisement and your programme’s registration in the portal. Eligibility turns on the programme and institution as HEC lists them, not on a general claim that all universities qualify.
The Indigenous fellowship rewards scholars who build their doctorate where they live and teach — and it rewards careful paperwork just as much as good research. Build the profile, pick the right category, and confirm a live intake on HEC’s own pages before you submit. That last check is the difference between a real application and a wasted afternoon, and as an independent guide we would rather you made it than trusted any date in this post alone.
